Furloughed employees of downtown's recently renovated C. Baldwin Hotel will be out of work for more than six months, longer than the hotel operator expected when it first began shaving staff members in March.
The furloughs affect 144 employees, according to a July 9 letter to the Texas Workforce Commission.
"Contrary to our expectations, governmental orders continue to impose substantial limitations on our operations at this location, including social distancing guidelines, limits on large public gatherings and capacity limitations," a hotel official said in the letter to the state agency.
The COVID-19 pandemic has slammed the hotel market since the first stay-at-home orders were issued as business and leisure travel has remained limited. The conference market, too has essentially ground to a halt.

Houston's hotel market may not recover until 2024, longer than other places because of the energy industry downturn, CBRE, a commercial real estate firm, recently said. The company predicted that annual occupancy rates for Houston hotels will fall to 41 percent in 2020, and will take until 2024 until it nears 2019’s occupancy rate of 63 percent.
The C. Baldwin is owned by Brookfield Property Partners. The company acquired the the 350-room hotel, then a Hilton DoubleTree, in 2016 and announced a plan to transform it into a more modern, destination-oriented hotel. The C. Baldwin reopened late last year with with 14,000 square feet of meeting and event space.
The hotel is named for Charlotte Baldwin Allen, wife of Augustus Chapman Allen who co-founded Houston with his brother John Kirby Allen in 1836.
Brookfield is the longtime owner of the adjacent Allen Center office complex, which has also been redesigned and updated.
