A developer looking to bring a boutique hotel to Warren’s riverfront has asked for dedicated parking spaces on city property.
The Warren City Council said yes.
The request came from Ruzhdi Bakalli, HIY Inc. and owner of the former Loranger building on the riverfront.
Department of Public Works Director Mike Holtz told the council during Monday’s special meeting that Bakalli needed the commitment for dedicated parking in order to secure private funding for the project.
The city owns the unimproved lots between that building and the Clark St. parking garage.
Mayor Maurice Cashman said that once the development in the area is finished those lots are “defacto parking.”
“We shouldn’t be doing anything else with those parcels,” he said.
The proposal was for a long-term lease — 20 years was discussed — of 15 to 20 spaces.
Councilman John Wortman questioned whether there would be enough parking in the area.
“If we have this in our lease designated just for hotel parking, how is that going to impact other businesses?” he asked.
The council discussed possible signage to designate for the hotel.
“You’re never not going to have that for parking,” Cashman insisted of the parcels. “One way or another, (you are) not going to develop (those parcels) into (something) other than parking.”
City Manager Nancy Freenock said there is a meeting with the other business owners in the area next Tuesday and that she would like to hear what they think about the parking situation.
Discussion then shifted to providing dedicated parking for hotel employees and Wortman again asked “How are we going to fit all this parking down there?”
“(You) already do,” Cashman said.
“(We) don’t have a hotel,” Wortman responded.
“If you don’t have a parking problem, you have a problem,” Cashman said.
He then recommended a motion – that Wortman made – to allocate 15 to 20 spaces to the boutique hotel for a long-term lease.
The motion will bring the issue back to council in December to finalize the location of the spaces.
