According to ESPN NFL reporter Adam Schefter, the Steelers have placed a second-round tender on the restricted free agent.

What this means is if another team makes a contract offer to Hilton, the Steelers have the opportunity to match it. If they choose not to, the team who signs Hilton must give Pittsburgh a second-round pick. The tender would pay Hilton $3.259 million in 2020.
